Section 5 (ii) remove all dirt and other obstructions from sidewalks situated on land adjoining the property owned or occupied.The owner, lessee, tenant or agent of the owner is required to control dandelions, noxious weeds, grass, or plants within their said property as well as one half of the width of the lane or alley adjoining the property owned or occupied.
